Letter Received from DCBL

I'll start at the beginning.
We moved into our current house in January 2022
We have, this morning, received a letter addressed to an unknown person from DCBL regarding approx £2k of parking charges which were mostly dating back to early March 2020 (pre-pandemic).
The location was a city in England a long long way from where we live.
We have been in touch with the previous owner of the property and he has told us that the person to whom the letters are addressed is a relative of theirs who did spend some time with them but who is now back in Australia.
Yes, we opened the letter and maybe we shouldn't have done.
My question is what do we do?

Send them back to DCBL as "not known at this address".0

The letter threatens
'Should you fail to contact us, we will recommend to our client the commencement of legal action against you.'
Now I realise that it's not our issue, but they have our address, due to the person being related to the previous owners, and having stayed here for a short while all those years ago.
When we send the letter back marked as 'Not known at this address' what actions do they take to verify this?
I know it's the truth but what if they choose to not believe us?

I've had bailiffs turn up at my house for previous occupants, one with a low loader ready to repossess a car !! I told them at the door that the person no longer lives here & they just peft, never heard a thing since. When I first bought the house loads of debt collection letters used to turn up for previous occupant, so I called the debt company & said they had moved out. Problem solved :-)0

DCBL are well known on the parking forum as scammers - do not get involved with them for someone else's debt (alleged). That's not your name on the letter. Return it as advised0
