I think you've got the answer wrong. The question asks which of the players in the quiz is the only one whose country has not won the World Cup or Euros. The answers I've got are:

Without seeing the paper, if the question is worded the way Midnighter has written it, then Maldini wouldn't have needed to have been part of the winning Italy side.
Just the fact that Italy have won one of the tournaments would rule him out as the answer.4 -
