Council Tax Disability Reduction / Refund

Hi - I am hoping someone can help me with a question I have regarding my mother who is in her 60s. 
In the mid 90's she suffered a severe stroke which has affected her ever since, to the point where she has never been able to go back to work. 
She lives with my father. 

She does receive some small benefits, I think these are PIP and something else which I can't remember. 

They have always paid full rate for their council tax and I don't believe this should be the case. I think she should be due a refund and a reduction due to her disability.

My father did fill out the form and take it to the local doctors for them to complete and send to the local council, however I think he was greeted with the doctor receptionist saying "I don't think she'll qualify".
Anyway - who knows if they sent the form, this was several months ago and no response.

I just after some advice really to see if people think she should be entitled to this discount or not. Everything I've read and heard points to that she should be.

I believe it would be 25% discount. 

Any help would be appreciated.

    Citizen's Advice would be a great place to start with this as they will know better whether she/dad might qualify and how to complete the right forms to make it happen.

    You don't say what her disability is.

    Looking at the government website unless a person is confined to a wheelchair and the dwelling they occupy has an extra bathroom, kitchen or other room needed for the disabled person or extra space inside the property or using a wheelchair then they would not be entitled to pay CT at the rate of one band lower than the actual CT band.


    The other reduction is where severe mental impairment applies.
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales
  • Yes, sorry, it would be the severe mental impairment. Because it affects her speech and her understanding, writing, everything. 
    So is there a different form or set of requirements for that?

    If she is applying for the SMI exemption, you will need a doctors certificate signed by her doctor, so you will need to ask for another form to get signed and then forward it to the council together with proof of her disability benefit. They won’t award it without this, but will backdate to the date on the form or the date the benefit was awarded, whichever is the latest date.
