IVA Completion Certificate Time Limit

Hi. My IVA is the type where I offered a one-off lump sum & it was agreed by my creditors. This was 5/4/24. I paid my money straight away (to PayPlan). I contacted them today, re my completion certificate, as the 3 months completion period is almost up. Apparently one of my creditors hasn’t returned their paperwork yet and another debt has been sold on. 
My question is, is there a legal amount of time that they have to issue the completion certificate within? They are saying it could take a few more months.

    Not really no, once all the ducks are in a row, you will get it.

    Its a tad underwhelming to say the least, at best expect a piece of A4 paper with about a dozen words printed on it.

    Any reason for the haste?

    Thank you. It’s mainly because I want to be debt-free for peace of mind. I was in a DMP since 2009 due to the breakup of my marriage and have found it all very stressful.
