NHS Dental Cost

Hi there,
Quick breakdown, I went to the dentist on May 29th with a sore tooth, was given antibiotics that didn't fix the issue.
Paid £26.80 for an emergency
Went back on June 11th as the antibiotics didn't fix anything, had an xray which discovered I needed a filling.
Went in today and was charged the full £73 for the filling, do people think this is accurate? I was under the impression that I'd only be charged the difference between band 1 and band 2 because it's all related to the same issue but they were adamant it's this way.

Emergency appointments carry their own charge which is the same as a band one charge.
