If he has been self employed in the construction industry do you know why he hasn't been paying Class 2 National Insurance??
Not sure why he has not been paying NI. I know he has a NI number and been paying some NI each year. He has never worked cash in hand but he was freelance. Not sure how the government ensure that all NI is paid? I do know he has been paying all tax.0 -

I'm wondering if he been completing them and paying the Class 4 NI that is always part of the Self Assessment calculation. But hasn't registered as self employed for NI purposes and therefore has avoided, inadvertently or not, paying Class 2 NI?
And as only Class 2 NI counts for State Pension purposes they are left in the position they find themselves in?
Maybe paying as many years Class 2 as possible (including previous years) is worth exploring?1 -
Without any other pension provision, and depending on savings amounts, throwing himself upon the largesse of the welfare state might be the better option.
