Parents going into a nursing home

Not sure if this is the correct location, but I would value some advice.

My parents are going to be moving into a nursing home in the next couple or three weeks.  From what I have read they should be able to reclaim all of their council tax.  However, my sister and her husband live a way away and would likely stay in the house for one or two nights at a time when they come to visit my parents which would be every couple of weeks.  Also, when we sell the house people will be staying over while we clear stuff out.  Does that mean the house is counted as occupied?

    Probably best to run it by the particular council, but when I was in a similar position a few years back (although in this case it was the property of my brother who had died) I seem to recall I was told that because my permanent residence was elsewhere in the country and I was inly intending to stay for a few days at a time then it wouldn't count as occupied as far as council tax (or home insurance) went ....
