Rules about single person occupancy discount for Council Tax

When two people live in a property, and one person goes on extended travel overseas for many months, what are the rules about when/ whether the single person occupancy CT discount is applicable?

I stand to be correct but my inexpert understanding is that if the person travelling still regards the UK residence as their permanent home (e.g. continues to be on the electoral roll, use that address for UK banking etc) then they are still considered resident for council tax purposes and so the other occupant cannot claim the single person discount.1
