Hi, I pay council tax on a property I own in Clackmannanshire. I Iam currently renting a flat in Edinburgh. Do I need to pay full council tax on the Edinburgh flat I am renting?

Do you mean you are a tenant in Edinburgh renting a flat which you live in, or are you a landlord in Edinburgh and you rent your flat there to a tenant? The difference is important.
If you are the landlord, do you have a tenant or is the flat unoccupied, or do you let it as an AirBnB (very common in Edinburgh)? Again, the difference is important.1 -
Hello, I have been thinking about you all week but not able to post.
I also live in Clackmannanshire and have 2 'houses' so here is some information to think about to let you start dealing with the implications.
1. You have to decide which house you live in - I mean which is your legal home - where you vote etc.
2. For this house you pay Council Tax which includes water and sewage charges paid to your Local Council. (Clackmannanshire or Edinburgh) If you live alone you receive a 25% reduction in that.
3. If you are the owner of the other house you have to decide if you keep it empty. If no one lives in it you pay Double Council Tax for it. You also have to pay water and sewage charges to a private company who pay Scottish Water.
4. If you let it you need to register that it is tenanted and I think the tenants pay Council Tax directly to the Council but you may have to pay for water and sewage charges.
5. If you plan to let it for short term /holidays you have to apply to register it with the Council. ( lots of form filling about health and safety issues/facilities/ gas certificates etc as well as arrangements to ensure you are fit person and able to deal with neighbours complaints.)
6. in practice this means you are using it for a business so business rates apply. There is no longer 100% reduction in rates for small businesses although these rates tends to be less than Council tax. You also have to pay water and sewage charges to the private company you chose.
There are exemptions for 2nd home owners ( if you have to live at your work for example .)
