GF being charged a fee to get work - surely this is illegal?

    Op, I suspect that there is nothing illegal going in, immoral almost certainly but illegal very unlikely.

    While the agency may not be able to charge for matching a candidate to a job they will be able to charge fees to help with paperwork etc. The argument would be "We have already matched her to the job, this fee is to cover the costs of relocating and the admin work required for that".

    I would advise looking at other agencies and jobs, there will be plenty out there who will cover the costs for you (although they may have claw back clauses, if she leaves the role in the first X amount of time she owes them £X back)
