Is monument bank ok

Opened a notice account with Monument Bank. Twice transferred money and twice the Halifax would not do it until I spoke to their fraud squad. The money is at last in my Monument account but when I asked if Halifax would require me to speak to the fraud dept every time wanted to send money to Monument I was told it was likely. Never had this happen with other payments. Now concerned that Monument Bank is not what it seems to be. Anyone else experiencing the same issue?
