Lear direct refunds

Can anyone help………… 

My daughter has paid (a lot) of money for an education course with Learn Direct that is advertised at 6 months duration but she is two years on with no sign of completion who can you complain too? 
 
She has sent multiple emails to the complaints email address they have with one reply last month which was not related to the query and hasn’t heard a thing since after multiple complaints emails? 

She has been waiting for a placement for the practical side but it’s well known the company are struggling with multiple courses to fulfil this and they are unable to get companies to offer placements one I know of has withdrawn form LD due to potential repetitional damage.  She has had emails saying that the dates for placements should be coming soon but nothing materialises. 

She has requested multiple times for a full refund due to being two years in to a 6 month advertised course 

Who can she outside the establishment? where does she stand?

    What exactly does the course promise and why/how has her expected 6 month course become rather longer - is the delay purely down to getting a placement, or something else?
