Shared ownership and EWS certificate

Is it allowed to buy additional shares in a flat if your block does not have an EWS certificate?  Thinking of increasing my share by 10%. Currently remedial works are being done to meet EWS regulations. They are likely to take 12 months and sign off won't be a while. 

Also, does not having the certificate affect how the flat is valued for the share purchase? Another flat in my block is currently for sale, I saw it on Zooplaz for 10k less than what I thought they are worth (it's identical to mine and my neighbours who sold for 10k higher). It's only available for cash buyers.

I realise these are very specific questions and I may need to talk to the landlord.
