LTA changes whilst pension being processed

I submitted my Public sector pension application over 7 months ago - it is a large organisation - it has gone around in circles ever since. I telephoned and emailed and was given reasons for the delay. Despite being assured a month ago that it would be sent to the correct team - it has been diverted to the wrong team yet again. The unhelpful person today said that they could give no estimate how long as it is just now being diverted to the correct team and the application “is at the beginning”.
Putting aside irritation that I feel for a moment.
What happens if LTA is introduced before my application has been finished? Do the pension laws apply to the time of completing the process or do pension applications in process get treated by the laws at the time of submission.

Part of me thinks it will take months to reintroduce the LTA but past experience is that these behemoth organizations can take years to get their act together.
(3 years and counting to rectify my NHS pension! They admitted fault then stuffed up rectifying it and are now struggling to understand how to apply the interest owed to me. )

Any changes will need primary legislation and the current rules are not sorted fully yet. Labour has already said it intends to take care of its public sector leaders and with every public sector union or affinity group telling Labour they expect carve outs too, they probably won't bring it back. Especially as they said they would before they realised that cash-free cash was being capped.
Would they really want to irritate the unions and their core voters over such as small amount of tax revenue?
