Vendor able to fake the use of a PIN number to obtain money from my account

Options
I used my card to pay a vendor in Rio. The first machine did not work so he tried a second machine which also, according to him, didn’t work. 
I had no wifi so could not verify this.
5000 reals ‘ £790’ was taken from my account.  I did not put my pin in the machine but my bank said I did.and is refusing to reimburse me.
I have a police report which I have given them. 
Has anyone heard of this scam and how does it work.

    Sounds like the 1st or 2nd machine worked.

    Was the purchase 5000 reals?
