Newlyn Notice of Enforcement for Mother in law

Hello, I'm hoping someone can help advise on this. My mother in law went into a care home in April 2016. the home she shared with her estranged husband was sold the following year. He has since died. We didn't deal with house sale or any bills.

Myself and my husband have an LPA for her. Completely out of the blue a letter addressed to her has been sent to our address from Newlyn's for £571 unpaid council tax for October 2016. We have never had any communication regarding this. I have no idea if there is a CCJ. 
The letter is entitled Notice of Enforcement, and says a bailiff will visit my house.

I'm inclined to think this is over 6 years old, but I'm not sure. I've had debts but not Council Tax debt.

Can they send a Bailiff for her to my house?? She has some funds to pay it but Id rather not if we don't have to.

What are your thoughts?

    It's not a CCJ, Council Tax debt is dealt with via liability orders.

    The starting point is to ring the Council, speak to them about the debt and advise the exact date when she moved into the care home. They will need proof but meantime ask them to call off the bailiffs.

    As above, talk to the council, they are the organ grinder, only they can call off the monkey.

    These situations are triggered by non payment, and both parties are likely unaware of the circumstances.

    On a cautionary note, should Newlyn`s turn up at your home address, do not pay them, do not allow them access to your home, keep the doors locked, they cannot force entry to private property whilst acting on a liability order.

    Inform them you are dealing with the matter via the council, and do not engage further with them.

    They must give you 7 days notice of attendance in writing.
