Self assessment with Power of Attorney

I am attorney for my sister in law, who is in a nursing home.  She started renting her house last October, so now needs to do a Self Assessment for 2023/24 tax year, HMRC have received the POA code to register it.  I have tried to do the SA via the online portal, but I do not know if she has a Government Gateway account, and after her stroke she has memory loss so can't tell me and wouldn't remember log in details anyway.  I can't apply for a new account on her behalf as she doesn't have the required ID to open one.  I have registered her need to complete a SA< and posted the form off to HMRC.  Is there anything I can do about recovering a Gateway account, or doing the SA online, which I would prefer.

    until HMRC register the POAS and therefore will "talk" to you there is not much else you can do. At least you have time on your side for 23/24

    then phone them up and go thorough your POA security checks 
    what to do when unable to access gateway is an simple google: "call the HMRC Gateway Helpline on 0300 200 3600 for support"
