Could I change council tax band on new valuation

I'm buying my first home in Scotland which is currently tax band F which feels pretty high. The house was first sold in 2012 for £269,995. It's had a pretty big decrease in value and is now valued at £210,000 which is what I've paid.
Is it possible to ask for the band to be reassessed based on the most recent sale value? Thanks

Scottish CT bands are based on notional values as at 1 April 1991, so as you are the house you are buying is in Band F you would have to prove that had it existed in its current state at that date it would have been worth less than £80,000.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
