unlawful charges by housing association YES or NO advice please

Hello All this is my first post so hopefully i get it right.
i have lived in my housing association rented house for 23/24 years
16 years ago a neighbouring football club donated funds to my H/A  to have electric gates installed.
the neighbouring sections left and right had the same donation. both areas had electric gates installed, but i never
since that day i am being charged just under £5 a week for said gates that dont exist.
also i am being charged for an income and internal commons areas along with internal common are lighting and and cctv.

all of which we dont have
i live in a house , there are eight house in the courtyard but all of our address are registered as flats. the H/A simply copy and paste from the neighbouring areas which are flats and charge as if we are the same as the neighbouring flats
i have another 5 charges which i am unsure of.
i have brought this to their attention multiple times but in the past but im one of those who doesnt see it through. 
my neighbours , although nice for some reason have never wanted to get involved

i pay full rent from my income and there is no benefits from the gov in the house.

my question is

are the charges itemised in service charge list each year which we don't have LAWFUL OR UNLAWFUL

I CURRENTLY along with 5 others from the 8 houses a massive complaint being dealt with
and as a direct result of this has rekindled my interest ref service charges that we don't have

i'm looking into all directions available to me but before i decide which root to take , i'm doing my due diligence and gathering the facts but i cant seem to get an answer to this 

lawful or unlawful 

what do i do next, god only knows

    Lawful or unlawful isn't exactly the point though. You have put up with being charged for something that you do not have for 16 years because you have not "seen it through". The answer is relatively obvious - raise it formally and see it through. Whether something is lawful or not only really matters if its going to court  - and its a million miles from going to court of you've never even pursued the matter to a conclusion.
