No, it varies from issue to issue. They highlight so many letters within the crossword and the letters give the answer when read in order. This issue they don't seem to have highlighted enough to give a correct answer.hertzyabazas said:

I hope I have not misunderstood, but I have googled Catle and it does appear it is a word ‘ Catle means such animals as are so designated by federal law, including any marketing, promotion, and research orders as are in effect. Unless such federal law provides to the contrary, the term “catle” includes all bovine animals, regardless of age, including, but not limited to, calves. A cow and nursing calf sold together are considered one unit.’7

I think you have misunderstood. If @Midnighter thought the word was 5 letters long, I don't think they would have offered castle or cattle as the two alternatives.
