VAT on building work for disabled access

We are due to have our kitchen extended shortly due to my wife needing a wheelchair now, reading the government guidelines we are not vat exempt but the work is being done to make the kitchen more suitable for her as she would not be able to turn her wheelchair with the current layout.
Bathrooms are eligible but they can be used by others, so why not kitchens.

According to https://www.wrenkitchens.com/blog/vat-relief-for-accessible-kitchens there is VAT relief available on some aspects of the kitchen but not all
As to why? The law doesn't justify itself in code, you would need to turn to Hansards to read the debates policitians had when setting the rules.0 -

If you can claim VAT relief, you will need to talk to your builder about how they invoice etc.0
