NHS rules for temporary promotion

Just a quick question - are there rules for temporary promotions if there is more than one eligible individual who could undertake the role?

Only that you dont discriminate based on protect characteristics (gender identity, sexual orientation, religion etc)

Companies, inc the NHS, can have their own internal rules but let's be honest people can pay lip service to rules. Many years ago I was offered to have a temp promotion made perm but then got told HR wouldn't allow it without an internal recruitment process. My boss advertised the job for the minimum required 7 days, rejected all but one other applicant at CV stage. Interview was 1 round and was told at the end of the interview the job was mine. In reality it just wasted his time, my time and gave false hope to those applying
