Is there (such a thing as) a high security bike cover (for bikes on my vehicle Towbar bike rack)?

Hi all
I currently have a van with an expensive Tow bar which holds 2 expensive Ebikes. I'd like to cover this towbar/bikes with a bike cover that will not only keep the bikes dry etc but also keep the bikes hidden from view to stop opportunists. I realise that any cover must probably be made out of some form of material, which means it can probably be torn/ripped/slashed, but whilst I am travelling/parked up I want the bikes hidden away and if possible hidden by a cover which is lockable etc.
Any suggestions please?
Thanks in advance...

I don't know about covers but for a thief, a covered bike still looks like a bike so I wouldn't be relying on it as security measure of any kind
Sam Vimes' Boots Theory of Socioeconomic Unfairness:
People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

Thule will be your Go-To supplier of such stuff I'd have thought. https://www.thule.com/en-gb/bike-rack/accessories
Other than masking the exact make/model of bike any fabric cover is not gonna stop a thief. But maybe a cheap generic cover (made to look ancient and grubby) would deter an opportunist from having a go at looking under the cover.

Yep if there's anything Thule probably make it!
OP - If it was me personally I'd take the bikes off the rack if they need to be secure overnight/if you're away from vehicle for a period etc...1
