Scotland’s council tax freeze

So my brown bin doubled in price and had £4 added to my bill each month I wonder how they can call it a freeze?

Is the brown bin the same as in the UK, for garden waste and an optional service you can pay for but do not have to have?0

My brown in is free up until July then an optional £50/year for council collection.
@molerat brown bin collections are not automatically included in the bill.
Waste collections are part of council tax which is frozen in most of Scotland, though a couple of councils are still proposing to defy Humza Yousless' edict.
The charges that have increased are Water and Sewerage.0 -
I’m in Scotland. We’ve had a 10% council tax increase. The freeze was a government recommendation. Our local council opted to not follow the guidance.1
