Yes you are thinking about it incorrectly.

You get paid for the equivalent portion of bank holiday absences which you may be taking on days when others would take the time out of their "ordinary" holiday allowance.

As others have said, they will pro rata your entire allowance. If your working day is a bank holiday you will be required to use your leave to book it off. If it isn't, you are not. You won't get 8 bank holidays on 4 days a week. 
So say they give you 26.5 days total and 4 bank holidays are on Friday. You would actually have only 22.5 because you need to book off those dates, but then can use the rest as you want. The Monday is just ignored because it's not your working day. 

If you worked Monday, Wednesday, Thur and Friday you would still get 26.5 days but then need to book off 8 bank holidays, so you only have 18.5 left to use as you want.
