I was trying to get driveway insurance today when buying a car, and was informed I have a CCJ???!!! i had zero idea about this. On investigation, I can see the amount I apparently owe, and the issuing court, which is now no longer operational. How on earth do I find out who this is from? I've exhausted all my search possibilities and coming up with nothing...

What is driveway insurance? never heard of it.
What date was the judgement registered? it will detail it on your credit report.
Obviously you are not been chased for this debt, and it will disappear 6 years from the date of issue and become unenforceable after that.
These tend to be things like parking fines and things like that.I’m a Forum Ambassador and I support the Forum Team on the Debt free wannabe, Credit file and ratings, and Bankruptcy and living with it boards. CCBC is Northampton County Court.

Having said that, they are overwhelmed and may not respond to your email. See what comes back.
Debt advisers are also having this problem and are finding their local court can access the same database if you can find someone helpful and ask very nicely.
It's a mess, and the root cause is the massive number of private parking claims.1
