I have recently taken further borrowing for a bit of debt consolidation however now thinking we may want to upgrade our kitchen.
How long do we have to wait before we can reapply?

I'd press pause on the kitchen "upgrade" as it sounds like you can't afford it.
If you've just "consolidated debt" (did you add credit card / loan debt to your mortgage? thereby changing it from unsecured to secured) it sounds like you need to look at your overall finances.
Maybe start another thread over on the Debt Free Wannabe board with a Statement of Affairs (SOA) to see if the helpful people there can assist you..
