Raise the Tax Allowance to £15000 at no cost

Just a thought, raising National Insurance helps working people, but not people who don't pay it. Why not raise the tax allowance to £15000 and then raise the 40% rate to say 42%. The higher paid then pay a bit more tax but save on the higher allowance, meaning lower paid and pensioners get a bit more but it doesn't cost the higher tax payers.

    There's a huge cost involved. Nor does it achieve the benefits that the cutting of NIC rates is projected to.
