Excel PCN Notice to Hirer - 53 days after the supposed contravention

Hi All
I have been sent the notice to Hirer from the leasing company where I lease my vehicle (through work). Anyway, it has taken them 53 days to issue the PCN, The images they provided are awful too, you can just see the registration plate of the car and not a great deal else. However, I want to know where I stand as I wont be naming the driver and they have exceed the 14 POFA time period. Although im aware Excel dont adhere to POFA and there is no mention of it on the PCN
Can I have this claim thrown out by not naming the driver and also the fact they have taken 53 days to get in touch?

There is no 14 day period with hire cases.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
