I think that it would be worth your while doing the SAR as above -it may indicate whether or not you were reinstated into SERPS.
Not unheard of for administrators to fail to pay over the necessary 'Contributions Equivalent Premium' to reinstate you...the SAR will confirm either way.
Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!

Or the payment of the CEP wasn't properly recorded.
Likely that Forte used a similar system to the LGPS. ie, instead of sending individual payments, our accts dept would sent a list of names, NI numbers, relevant dates and individual CEP amounts with a cheque for the total amount.
Any queries 20 or 30 odd years later would be met with a demand from COEG for details of at least 3 other people on the list, the total amount of the covering cheque, plus date it was cashed.........
