Council tax court code C by previous owners help!

We purchased our house in April 2023.
it has. Court code C against it. 
I challenged this, as the new owner in July 2023.
all the houses in our street of the exact same style, layout and size and other roads close by are band D (we are band E, along with our neighbour)
the previous Pender and current neighbour, have lived here for many years. 
Previous owner must have challenged the band to get the C code. 
But my question when I challenged the band is the VOA emailed me and said 

You asked us to look at the council tax band of your property because you believe it should be altered.

 

A previous occupier of your property appealed the band to the independent Valuation Tribunal.

 

The tribunal's decision confirmed the band of your property as E  with effect from 1STApril 1993

.

We can only reconsider the band if there has been a physical change to the property or the locality, which alters its value. For example, if part of the property has been demolished or a new road built nearby. We are therefore unable to take any further action in this case.


There has been no physical change so much as I am aware. 
Is this really all I can do when we are clearly in the wrong band and it was the previous owner who challenged I would assume incorrectly possibly by a third party ‘no win no fee’ type company…..?

I realise I am now past the 6 months but hope the July initial challenge would help my case.
