MSE News: Council tax in England set to rise by 5% for millions in April
Council tax bills are set to increase by 5% for millions of people in England from 1 April, as the Government has confirmed that this is the maximum rise most local authorities will be able to implement. It means someone with a typical band D bill would pay around £100 more a year – though the exact rises in each area are yet to be confirmed.

You could also point out that there is a right to pay over 12 instalments and that councils must offer this even though the default is 10 instalments.
My council also offers a choice of dates of taking the direct debt, so 12 instalments on the 20th of the month is the one I have gone for
Two councils are asking for permission to raise tax by more than 5%:

At least it's not as bad as last year. Does anyone know why the 'mayoral' charges are allowed to go up by more than 5%?0
