Failed Review of Council Tax Band

Has anyone experienced a brick wall with the Valuation Office. My request for a review of my Council Tax has been rejected. Before I give up on my claim, can I ask if anyone else has fought further? My only potential challenge to the decision is that there is no suggestion in the review to say they have looked at my house value evidence (which I provided them with). My valuation is based upon our purchase price in June 1989. Looking at their guide, they say they will look at evidence of sale price if it is within the appropriate time window. Mine falls into that timeframe.
Mortgage free 10 years early and retired at the age of 55:j

The VOA will look at 1989 evidence but will adjust it to 1991 levels of value. Unless your home is unique or you can come up with more evidence, the VOA will just say banding for this house type in this location, end of.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1
