Warrent of Control not answering calls

Long story short I became disabled and had to give up work. Which ment a lot of bills, loans credit cards etc I took out when I was well I could no longer afford to pay. Most are on payment plans agreed between me and the creditor or passed onto whatever debt recovery they use. I couldn't keep my place and had to move back into my parents house.
1 however refused what I can afford. Last month I got a knock on the door from a bailiff with a warrent of Control about this debt and handed me a 'first visit' letter which states they missed me even though I was there speaking to him, i asked about a payment plan and he said 3 months but wouldn't set it up with me there and then.
I don't want bailiffs turn up to my parents, I've nothing left of value to sell as I've already sold pretty much everything to pay off as much debt as I could. All I've left is a £500 car which I need for hospital appointments.
I've rung the warrant of control centre every working day at least 20 times a day, the majority of the time it's 'sorry busy' auto message and hangs up. The rare time it rings ot rings for a hour straight with no answer before cutting out.
I'm so stressed every single day, i can't relax, too afraid to even go out for fear of bailiffs turning up again when I'm out and my poor elderly parents being there. I'm trying my best to get through and arrange a payment plan and could clear it in the 3 months but it's impossible to arrange without them answering.
This is so unfair and unreasonable not to have any way of actually setting up a plan. It seems they're deliberately preventing making it impossible to run up their own fees as much as possible.
Surely it can't be legally for them to make it impossible to contact them to arrange payment? Does anyone have the specific act/law regulations for bailiffs surely no law or court can think this is reasonable conduct?
I want to apply to the court for the warrant of control to be suspended due to this unreasonable-ness as well as I didn't get the court notice for the ccj. This would help me stop the bailiffs from applying any more fees for visits i have no way of preventing as they won't answer the phone. As well as protecting my parents stuff as most of it is old with no recepts proving it's theres.
But to so this it would be useful to know which law to quote and of the conduct of never answering the phone over a 1 month period would constitute unreasonable conduct as its not giving me a reasonable chance

Rule number one....if someone knocks on the door don't let them in. If they are allowed in they will start compiling an inventory and that's when it may be tricky to prove who owns what.

The bailiff won't need to visit again because he has already both written and visited. This is the bailiff from your local court. Is that correct?
The WOC centres are a new innovation, and are useless. They were set up to encourage the debtor to contact the creditor and set up payment. Do you know who you owe money to? Can you do that?
If they refuse an arrangement (which sounds likely) then you can indeed get the court to force them to accept an offer but there is a fee unless you are on a low income. You need an N245 and EX160. Tick to suspend the warrant and vary the order
