Is there any way to apply for funding for a 16 year old to do the training course to be a lifeguard at local swimming pool?

You might also try googling on 'funding for training course to be a lifeguard' which gives a lot of links, including some to funding sources for 16 year olds (you need to do a bit of digging/find ones local to you).
Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!

Are there any community-run swimming facilities near where the OP lives?
They sometimes provide the life guard training in return for a certain amount of volunteering hours.
