Paid by ex-employer months after leaving and has messed my tax up with HMRC

This one is a bit of an odd one, my partner left their previous employer in June and started a new job in September. In November out of the Blue the previous employer put a wage payment into their bank. The money was promptly returned by my partner, the next payment from their current employer in December & January was then heavily taxed due to HMRC changing their tax code as they thought it was a second employer.
The whole situation was explained to both the previous employers finance dept and HMRC. The previous employer has now allegedly sent HMRC a payslip with the money taken off as a minus figure and a copy of the P45. Mty partner has now received a notification from HMRC to say the tax code has been changed due to having a second employer again and will be looking at yet another heavily taxed wage for February.
I understand that until the situation is resolved with HMRC there is very little they can do and will have to wait for a rebate further down the line. However this is a situation that was caused completely by the previous employer and out of my partners control, yet they have been negatively impacted financially by the employers actions. Is there any action they can take to make the previous employer be held accountable for their actions?
