Bad behaviour from potential employer

Good afternoon,
The below happened to my partner last week, and I imagine it is a case of tough luck, but I was wonder if any recompense is due.
Partner applied for a job as a General Manager for an eatery establishment via recruitment agency. The owner interviewed them. The owner has 5 different establishments all under different names but the same overall owner. 2 weeks after the interview, the owner then offered my partner a lower grade management job, as they had a person who previously worked for them who was looking for work on a short term basis, however wanted my partner to step up to the GM position once this other manager had moved on. The GM comes with live in accommodation, however my partner was offered the live in accommodation along with the lower level management position as they would step up to the GM later on.
Offer and acceptance was done via email with the recruiter. A few days after this, the owner suggested my partner go meet the other manager, and they spent 2 hours introducing my partner to the other staff etc.
Then a few days after this the recruiter advised my partner they were going to take someone else instead. Now, clearly this moron has just wasted my partners time to move their own friend/acquaintance into the role, but I feel my partner should in the least invoice them for the 2 hours wasted with this idiot who was just stringing them along.
The equally cowardly owner did not respond to the recruiters request for an explanation.

2 hours of time, which my partner took off from their current role without pay. Timesheets could prove this. Although admittedly this is more about personal feeling than financial loss.0

How much is 2 hours' net pay because this is all your partner has actually lost?If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0

Just walk away.
Life is too short. You can’t evidence a possible but not guaranteed pay rise in the future from the management course, so yes, she was messed around, but it’s two hours of her time and that’s it.
The other option is the cost, time , effort and possibility of losing her case if she goes to the small claims court which would be the only other option.There’s no recompense for hurt feelings.All shall be well, and all shall be well, and all manner of things shall be well.

Actionable? Forget it.Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!4 -
What is his actual financial loss? Did he take unpaid leave from work or just was his free time?
