Council Tax Band Reduction

I have tried unsuccessfully on two occasions to get my council tax band reduced. I guess this might be my last attempt even though I know I am 100% correct and have been banded wrongly.
I bought my property in Q4 1986 for £34000.
I find it impossible to believe my property doubled in price to £68001 (Bottom of the Band D threshold) by Q2 1991.
My property is 3 Bedroom detached, most properties near me are 4 Bedroom detached.which I believe are banded band D which is probably correct, I think my property should be band C.
I believe when we were banded the council or whoever did this just banded the houses in a block and did not consider the significant differences.
According to the Nationwide house price calculator and based on my buying price in 1986 my property was worth £57862 in Q2 1991 which is band C.
Because my property is 3 bed surrounded by mostly 4 bed properties I cannot get the examples the council needs to review or consider my argument.
Any advice would be much appreciated

It is the Valuation Office Agency (part of HMRC) who deal with CT banding.
NW house price calculator is inaccurate and its estimates will not be accepted by VOA. The VOA will be aware your house is 3 bed and whether the banding was done in house or (much more likely) done by contractors, this info would have been available to them.
Would suggest looking outside the immediate area for houses of a similar age, size and type In Band C. If you cannot find any new evidence to support your case, the response will probably be along the lines of "This matter has already been fully investigated on 2 previous occasions and there is nothing to suggest the current band is incorrectIf you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -
Many thanks, will look as you suggest but property built by small independent builder and not many if any similar.
The only other evidence I could state is that one the same sold in 1997 for £64000 still below band D
