Topping up from abroad

Hi there. I have a friend who lives in Australia and wants to know how he can top up his state pension from abroad.
If anyone knows how this works please can you advise

Bear in mind it will take about a year to get a response. I submitted mine March 2023 and the HMRC App says I can expect a response in Feb 2024 (it was Dec, then Jan, now Feb....). Date the form was received is the date for any deadlines, so don't worry if it takes ages.

Also, as he lives in Australia his pension will never increase from the amount due when he reaches pension age, i.e. no annual inflation increase.0
