UK Lasting Power of Attorney - while in Spain?

Hi,
My Father is a UK citizen, Spanish resident, in a care home in Spain.
We wish to obtain UK financial LPA, for future reasons as well as potentially for a house sale in the UK.
Does anyone know whether the 'Certificate Provider' can be a foreign national in Spain? All of his friends are out there who would be a suitable provider, but they wouldn't have a UK address.
Anyone know if this would be a problem?

There is nothin in the guidance notes that says it can’t be someone who does not reside in the UK.
If you are looking at selling his UK property in the short term it may well be worth him, getting an ordinary POA drawn up just to deal with the sale, as this does not go through the OPG so can be put in place quickly.1
