Ah, she is living in one of countries. So the expecting response could be one of the delays then. I
I thought she would be too young to have BSP? If she were also retired, would she have different supports?

It seems that BSP is for those under State Pension Age.
There doesn't seem to be any special support for those bereaved when over SPA.
