Gaps in my N.I. contributions

Hi all, before I got totally on board with my class 4 N.I. contributions, I looked through my record and realised that a couple of past years were only a week short to qualify for that year. It seems unfair that I can't, as far as I know, make up that small shortfall. Does anyone know, if it doesn't qualify, can I reclaim the money? After all, I have paid it for absolutely no benefit.
