Tax rebate a couple months ago, now I apparently need to pay it back?

I submitted my tax return a few months ago, and found out I was due a £400 tax rebate which I received  a few weeks later.

I then had a letter a couple weeks ago saying that I need to repay it by 31st Jan (less than 2 months away)... and now I've gone and spent it something else!

Does anyone else know why this might be? It would have been a lot easier if they had never given me the rebate in the first place

There is no explanation other than a form (with a cheque at the bottom) saying 'over-repayment recovery for 22/23) with £400 next to it... what a joke.
