Will it be an unchanged mortgage rate until 1st February 2024?

    BOE doesn't set the "mortgage" rate. Ultimately market forces do.

    Guessing you are talking about BofE announcement on base rate. Then individual lenders set their own prices.
    So what each lender will do is anyone's guess.

    The bank of england base rate will not change until the next review. 
    Mortgage rates however probably will change between now and then.
