Utility, council tax and other debts included in BR?

We have been told to concentrate on priority rent first before anything else so have been doing that since the pandemic.
we could just about scrape together the rent every month but have not had enough left over for utilities, council tax or any other bills at all actually.
The end game in bankruptcy as with so many these days as we have no assets or anything. Just wondering when to pull the trigger.
We keep getting letters saying we will have to have prepaid meters fitted for the utilities and I’m wondering if we do the bankruptcy just before they are fitted would that mean we would not have to pay off these years of utilities debt every time we top up?
I also just want to make sure a couple of years of council tax debt is also included in the bankruptcy?
I don’t know what I’m waiting for really I suppose I should do it now, or at least in the new year?

Utility debts are qualifying debts so would not be recovered with or without a prepayment meter
Council tax is fully covered for the tax year you are in so you may want to wait till April.
Note this is bankruptcy law, not the same as in a DRO. You haven't given any indication that you do not qualify for a DRO
