Paying off charging order

I am attempting to pay off a charging order payable to a private individual for a family member .
The recipient of the debt is refusing to accept payment of the debt without adding his solicitors costs to the sum .Is there anything we can do to make him accept the debt money without the extra fees (£2k)?
