200% CT Query

Hi, A quick noob question for the CT experts please.

We are contemplating buying a flat that we would use occasionally but our daughter would live in full time.
It would be a second home and it will be in Cardiff which as I understand it applies a 200% CT hike to empty properties.
I'm not sure how Cardiff council evaluate this as It won't be let but also won't be empty or permanently occupied by the owner?
Does anybody have any info on how this works please?

    There's a hierarchy of liabilities. If your daughter is living there, even without a tenancy agreement, she is the liable person.

    If she is the only adult in the property she gets a 25% discount.

    If she is on a low income she can claim Council Tax Support using the local rules. Every Council has their own scheme.
