If I am on a student Visa doing a PhD, and I get an offer to work for a US-based company as a consultant for 20 hours per week with a written agreement, am I allowed to work? If yes than how will be taxes managed?

Reported so it can be moved to a more appropriate board (probably Cutting Tax). It does make you wonder about the OP's research skills1

Does your visa allow you to work other than doing tasks associated with your course? If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0

There is a 20 hour limit per week for paid work on a student visa, whoever you work for, if you do the work in the UK.
The tax situation will depend on whether the US based company has a UK base that you work for, and the nature of the work. If you are freelance, it may be that you just treat any income as self employment income, but there is a risk that you are a contractor, and may have to apply the rules in IR35. This is a question best put to the college or university you are based at.0
