    The Right of Withdrawal (note: not a 'cooling off period') required the amount borrowed to be repaid.  This has not happened, regardless of who may be at fault for that.  Therefore, the agreement did not get cancelled and it is now down to whatever their investigation concludes as to what happens next, but the fact that you never received the goods means that they are never going to be able to enforce the agreement against you.  The FOS - if it got to that stage - would not let that happen.
