TOGA-92: How do I check what is happening?

Hello!

I was advised by "Tax Inspectors" (apparently a group of very senior bods inside HMRC) that I had to write to them to claim a capital gains tax refund under TOGA-92. So I did. Back in February, I have the proof of postage still.

A few weeks later I called HMRC who told me they could see my letter and I'm reasonably certain I was told I would receive a reply during June.

Today I tried to call again and was told by a machine I should have had a reply by now, that I was being sent an SMS to a page to check the reply timescales (except for my query), and then it disconnected me. This evening I tried their Twitter support account but understandibly they are asking that I return to their help line number.

So I ask here if anyone knows what magic words I need to speak to get through to the right human who can tell me what ... might be happening?

(I should note that my online HMRC account shows no messages at all about this.)

    Have you paid Caoital Gains Tax?

    I'm failing to read back my handwritten scrawls. My letter to HMRC actually says...
    ...now elect to claim under TCGA92/S279A

    I overpaid the CGT in the year they were disposed of. There were commercial conditions attached spanning two years so I paid assuming 100% value would be reached over the term. I now seek to reclaim the difference.

    I have spoken with a human! They apologied and admitted they have done absolutely nothing with the letter. I should now expect a reply by 14th November.
